Can a certificate be manually added to an Application Control server if the thumbprint is known or any other info from the certificate is known?

Resolution
No, a certificate cannot be manually added by just the certificate information like a thumbprint.
Additional Information
- By default a certificate will be unapproved unless approved by a publisher or a custom rule.
