caperfcenter_console service does not start

Issue/Introduction

When attempting to start the caperfcenter_console service it sits there and after some time fails

If you run a systemctl status caperfcenter_console call after the failure, the following line is mentioned:

caperfcenter_console.service start operation timed out. Terminating

Cause

Something is either wrong with the device manager service, or communication between the console and device manager service has been severed

Resolution

Investigate the /opt/CA/PerformanceCenter/DM/logs/DMService.log log and see what sort of issues are troubling the device manager service.  If nothing is seen there, next look into the /opt/CA/PerformanceCenter/PC/logs/PCService.log.
