Can I create a new CA7PROF dataset and populate the data from an existing CA7PROF dataset.

Resolution

The CA7PROF dataset is defined in the CA7SRVR task. This dataset contains all information defined for the CA 7 Web Client, such as instance definitions and global/user views.

You want to preserve this data. If you want to use a new name of the CA7PROF dataset, you can use IDCAMS to rename or simply create a new dataset and use IDCAMS to repro the existing into the new.
