Cannot save project to MSP-Receive Project save failed error

Issue/Introduction
When trying to save a project back to Clarity from MSP you receive 'Project save failed'.
The app-ca.log files show error -
TableMetaInfo: PRNote not in table list
Environment
Clarity 16.3.0
Cause
When deleting a note in MSP and trying to save back to Clarity, this error occurs.
**This can also happen if constraints, dependencies, notes, etc are deleted with similar error
Resolution
This was caused by a defect fixed in 16.3.1.
