AppsManager usage report - missing tasks with 0 app instances

Issue/Introduction

In the usage report under "Usage by Space" only apps with instances > 0 are listed.

Having apps which only runs tasks with no assigned instances will not be listed in the usage report.

Resolution

The usage service only returns records with instance counts > 0.

This makes sense from a design perspective of usage service api as reports use the instance count multiplied by the duration in seconds to determine the average usage for an app for a given day or month.
