On Premise Gateway should produce a Vertex of type "DX_ON_PREMISE_GATEWAY" with associated sustainability metrics.

Issue/Introduction

Customers should be able to create a DX service with the on premise gateway sustainability metrics easily, having an appropriate vertex would simplify closing the loop and ensuring the OPG is performing well and able to deliver alerts.  an email notification needs to be set up to ensure teams know if there's a problem sending alarms through the OPG webhooks.

It may make sense to have a DX_ON_PREMISE_GATEWAY_WEBHOOK vertex that represents the performance of individual back ends ... this would help determine root cause very quickly. 

It is critical that we encourage teams to monitor the usage of the OPG to ensure they aren't unaware of alarms that should be propogating through ServiceNow to their teams.

For now,  an enhancement request was already raised in order to have it , it will be evaluated and put in our backlog to be deployed soon.
