Issue/Introduction

STEPS TO REPRODUCE:

1. Connect to a system with most users using Group OBS access rights 
2. Create a template Roadmap in Clarity with a few scenarios and investments
3. With user with Group OBS rights, go to MUX Roadmaps, select the roadmap and copy
4. Now repeat the same with admin user with no Group OBS, just Global Resource rights

Expected Results: Each roadmap to copy within reasonable time

Actual Results: The roadmap copy is only fast for an admin user who does not have Group OBS rights. It take 55-58 sec for the Group OBS rights user

Resolved in 16.3.2, 16.3.1.1 (16.3.1 Patch 1), and 16.2.3.3 (16.2.3 Patch 3).
