Session does not submit all its uprocs

Issue/Introduction
Randomly, usually after several weeks or even months, the trailer uproc of a session (on the screenshot below UPR D) does not get submitted as seen below on the last execution of the session.
No errors appear in universe.log or clear explanation of the reason.
Environment
Dollar Universe 6.x and 7.x
Cause
Defect: the numlanc that was calculated for the missing uproc execution was already existing in the u_fmsb60.dta file and the algorithm did not try to use the next available one.
Resolution
Workaround:
Delete the old jobs in status Event Wait from the Job Runs.
Solution:
Update to a fix version listed below or a newer version if available.
