Column Filter Formats Oddly in Roadmaps

Issue/Introduction

In building out a Roadmap, the selection of "is empty" or "is not empty" formats the column filter oddly when going back to change it. 

Steps to Reproduce:

1. Login to New UX
2. Navigate Roadmaps
3. Create a Roadmap Line Item
4. For any column, select filter (column filter)
5. Change the filter condition to "is empty" or "is not empty"
6. Click somewhere else, then try to change the filter value again

Expected Result: Column Filter should be formatted in proper manner

Actual Result: Column Filter formats oddly, values box shows up in minimised manner.
