AWS Monitor VPC State should map to numbers so it can be alerted on.

Issue/Introduction

We should not have to create a javascript calculator just to alert on the state of their important VPCs.

Resolution

This issue has been fixed in 25.3 which has the rollout target for Mid March 2025.
