Scheduler v2.0.15 smoke-test errors without error message in air-gapped env

Issue/Introduction

The Scheduler v2.0.15 smoke-test fails with the following:

Stdout     /var/vcap/packages/smoke_test /var/vcap/bosh  
           /var/vcap/bosh  
             
Stderr     -  

1 errand(s)
Exit code 1

Environment

The issue occurs in air-gapped environments. 

Cause

The issue occurs in airgapped environments only, due to the smoke-test code reaching out to internet to download packages. This is running successfully in environments that have access to the internet.

Resolution

The fix for the issue will be available in future release of Scheduler tile.
