Clarity: Staff Allocation Overview Portlet Export Error

Issue/Introduction

In Classic when using the portlet: Staff Allocation Overview with Work Effort Unit of Measure = % Availability an ERROR occurs when trying to export to either CSV or Excel Data Only.

STR:

1.  In Classic  Home - Capacity Overview
2.  Add OBS so you can return some results
3.  Click on the Staff Allocation Icon
    - This brings up the Staff Allocation Overview porlet
4.  Options Icon - Click on Configure to configure the portlet  and go to - Options under List Column Section
5.  Set the Work Effort Unit of Measure = % Availability 
    - Save and Return
6.  Click on Options Icon Again and select Export to CSV or Export to Excel (Data Only)  

Expected Result:  Export completes
         
Actual Result:   Export Error: Error Processing another export request. Please try again

Workaround:  Do not use % Availability

Environment

Clarity 16.2.3 and 16.3

Cause

The % Availability option is missing the connection settings and is reported as DE165878

Log error is similar to

Failed to retrieve database versionjava.lang.NullPointerException: Cannot invoke "java.sql.Connection.getMetaData()" because "this._conn" is null

Resolution

Reported as DE165878. Fix is targeted for 16.3.2
