Backup device changes state to Master after reboot

Issue/Introduction

Backup Edge SWG changes its state to Master in failover group after reboot.

Environment

• EdgeSWGs in failover configuration
• Failover group is secured with password - "encrypted-secret" longer than 32 characters

Cause

SGRP can only handle up to 32 characters for a password, but  the CLI accepts 64 characters.

If using more than 32 characters, everything remains until one of the EdgeSWGs is rebooted.

After reboot both EdgeSWGs go master until password is retyped.

Issue tracked under SG-41014.
