With the CXF Webservice no longer DEBUG messages are logged in jsvr.log

Issue/Introduction

After moving from Axis Webservice to CXF Webservice we can no longer see DEBUG messages. 

Earlier with Axis Webservice we can see lot of Debug messages in the Jsvr.log, however with CXF Webservices below messages are not longer logged:

Service Desk Manager 17.4 RU3

Resolution

To address the reported behavior test fix T5UG586.CAZ has been ported. Also, fix will be part of 17.4 RU4.
