The problem scenario:
The destination group specified is a new group with zero costs and may have been created for reallocation purposes. To move costs across subscriptions, the platform needs some existing costs so that it can decide how much each subscription gets. In cases where there are no existing costs, the platform doesn't know which subscriptions to divide the source costs and divides the source cost equally among all the valid subscriptions. In the process, the platform doesn't look for which subscriptions are active from which month. The platform divide it among all the subscriptions that we have in last 13 months, so this is an expected behavior.
To avoid this scenario, the only possible solution would be to disable "Reallocate Across Accounts/Subscriptions" toggle but note that costs would no longer move across subscriptions."
