In ConnectAll ALM adapter isn't handling timezones correctly for updates

Issue/Introduction

Steps to Reproduce: 

1. Have an ALM server in another timezone than GMT (https://alm001.example.com.net)

2. Create an automation between it and Rally. The automation needs to have record linking fields mapped (e.g. Object ID -> External ID (user_01))

3. Create a work item in ALM

4. Run the synch

5. Update the work item in ALM

6. Run the synch

(Note: Another way to reproduce this case is by executing the @TC142877 E2E test case after uncommenting the commented update step. This is the only E2E test case which is using ALM001, which is in PST timezone). 

 

Expected Results: 

• Item update is synched to Rally

Actual Results:

• Work item is not detected as changed
