Issue/Introduction

The Staffing manager cannot distinguish a zero allocation versus a non-zero allocation that falls between zero and the threshold. 
When you define the Over / Under Threshold settings the range in between is shown as 'grey' for any non-zero value between the threshold and zero and no color ('white') for zero.  
value on the Staffing Resource Histogram layout.  However, on the top panel for the Timeline, the 'grey' color is not shown.  It is showing no color (or 'white') for both zero and non-zero values between the threshold range. 
 
Steps to Reproduce: 
  1. Use the default Threshold settings or set up your own ranges  
  2. Display the Staffing Timeline & Resource Histogram panels  
  3. View the colors on the Resource Histogram for a resource  
  4. View the colors on the Timeline for the same resource  
Expected Results: The 'grey' color should appear for non-zero values between zero and the threshold setting. 
 
Actual Results: The non-zero values between zero and the threshold setting is not colored 'grey' in the timeline.  It does not match the color shown on the Resource Histogram.
