VSE went down after "Unable to re-acquire DevTest Registry" error.

Issue/Introduction

The vse.log shows the following errors just before the VSE is stopping:

Cause

DevTest Registry service had stopped.

Resolution

Restart the DevTest Registry and VSE services.
