Cause
This issue happens when there is a task created, either manually or by any 3rd party solution that requires DRS to be in Fully Automatic state.
Resolution
In order to fix this issue, remove the scheduled task that is created at cluster level:
- Take a snapshot of vCenter. (Please take offline snapshots of all vCenter nodes if ELM is configured)
- Click on specific cluster in vCenter.
- Go to configure tab in right hand side pane.
- Select scheduled tasks and you will find a task at cluster level.

- Remove the task.
- After removing the task, DRS will not change the "Automation level" on its own.
