Issue/Introduction
Uploading a OVF using Organisation administrator roles does not preserve OVF ExtraConfig parameters even though the org admin roles are enabled to preserve All ExtraConfig Elements.

Cause
This issue occurs if the Right bundles are not updated with the required Elements checked and published to Tenant.

Resolution
An organization is initially granted all rights contained in the predefined roles. A system administrator can grant additional rights to an organization or remove rights previously granted. Many newer VMware Cloud Director features require roles that use them to have special rights. These rights are not granted to an organization when you create it, or when you upgrade to a new VMware Cloud Director release. A system administrator must grant these rights to organizations that are entitled to use the features, and an organization administrator must add the rights to existing roles or create new roles that include them.
Step 1: Update existing Rights Bundle:
You can group a set of rights as a rights bundle which you can publish to one or more VMware Cloud Director organizations in your system.
Login to VCD using system administrator privileges (Provider UI)From the primary left navigation panel, selectAdministration.
From the secondary left panel, under Tenant Access Control, select Rights Bundles.
ClickEdit existing Right bundle.
Select the rights that you want to associate with this bundle .
The rights are grouped in categories and subcategories for view or manage access to the object to which they relate.
Example Rights Bundle > vApp:
NOTE: Ensure to Publish the changes to respective ORG VDC or all tenants in the Organization.
Step 2: Publish the changes to Org VDC
Organization rights can comprise multiple rights bundles, but the organization administrators and users see a flat set of rights that they can use to create and modify roles.
From the primary left navigation panel, select Administration.
From the secondary left panel, under Tenant Access Control, select Rights Bundles.
Select the radio button next to the target bundle and click Publish.
To publish the bundle:
Select Publish to Tenants.
Select the organizations to which you want to publish the role.
If you want to publish the bundle to all existing and newly created organizations in your system, select Publish to All Tenants.
If you want to publish the bundle to particular organizations in your system, select the organizations individually > Save

Note: The rights in the published bundle are available in the selected organizations and can be used in the roles in these organizations/tenants.
