Postinstall.bat utility hangs when trying to migrate content from CA Business Intelligence (CABI) 3.x to 4.1

Use the CABI Upgrade Management Tool on the CABI 4.1 server to migrate content from CABI 3.x to 4.x.
You can choose to migrate from a Live Environment to a Live Environment, a BIAR file to Live Environment or a Live environment to BIAR file.
