Clarity “?” Icon Does Not Work

Issue/Introduction
On a Clarity environment with the Information Center (ICE) feature enabled, you see the "?" icon, but clicking on it does not do anything.
Resolution
This issue is fixed in:
- Clarity 16.3.1
- Clarity 16.3.0 Patch 1 (16.3.0.1)
- Clarity 16.2.3 Patch 2 (16.2.3.2)
Workaround:
Access ICE through the MUX -> Avatar -> Help menu link.
