JCLGEN0 Fails with ERROR: Initialization of setinit information from SASHELP failed during Cloning Checklist

Issue/Introduction

Following the checklist to create an alternate MICS Complex from an existing Complex
and step 9 'Execute JCLGEN0' fails with a U0999 and the following error. 

ERROR: Initialization of setinit information from SASHELP failed. 
NOTE: Unable to initialize the options subsystem. 
ERROR: (SASXKINI): PHASE 3 KERNEL INITIALIZATION FAILED. 
ERROR: Unable to initialize the SAS kernel.  

Environment

CA MICS Sites running any SAS Version

Cause

If customer has made a "MICS" copy of the SAS libraries. 

Resolution

Run the SAS SETINIT against the MICS copy of the SAS libraries. After doing this, resubmit the failed MICS jobs.

Additional Information

It may be necessary to bring the RENEWPRM member from the main SAS CNTL library over to the CNTL library for the copy of SAS that MICS uses.  
Then run the RENEW (or SETINIT) job from the SAS CNTL library that MICS uses.
