Issue/Introduction

The ARCHREST command is used to restore and browse an archived OPSLOG based on a timestamp. The ARCHREST command can be
  abbreviated AR.

The syntax of the ARCHREST command is:

     ARCHREST  date time
     AR        *

 Date allows the following formats:

  5APR87, 5APR, 05APR1987

When using the year 25 in the the ARCHREST command (AR 5JAN25 19:00) nothing happens.

However AR 5JAN 19:00 works fine.

Once explicit 25 is given in AR command, the next without  25 (so default=current) also does not work anymore until a 2024 archive was requested, after that implicit 2025 works again, (not explicit 25)
