Management Module Import does not work

Issue/Introduction

We have been asked to migrate from using "APM Management Modules" to "Management Modules" in the UI for creating metric alarms.

Our currently process is to add a metric group and alarm to a management module in our dev tenant,, test it, and then export the management module and import it into prod tenant.

This doesn't work with the "Management Module" page, if you have any alarms in your management module, making the export/import functionality pretty useless.  If there are any alarms in the Management Module, you get an error like this when trying to import:

Failed to import management module
Invalid 'item.metricSpecs': Cannot resolve QueryMetricGroupSpecifier [id=<id>, managementModuleId=ManagementModuleId [name=<name>]].

Resolution

We cannot import the metrics from APM management module to OI because OI only accepts json input. And with APM, we can export as zip or jar
