APM 10.8 sp1 EEM missing safex.exe

I have installed EEM 12.6.4 that is provided with APM 10.8 SP1. The safex.exe utility that is needed to create the APM Application Group is missing. Can you please double check and provide this utility or a workaround to create the APM Application Group in EEM. 

Resolution

Uploaded safex.exe from 12.6.4 installation.  It has not been removed from the product, so possible corrupted install, or file got removed accidentally.

It should be in the C:\Program Files\CA\SC\EmbeddedEntitlementsManager\bin directory.
