snmpcollector profiles do not display the correct alarm status configured in template

Issue/Introduction

snmpcollector profiles do not properly display the Published Alarms setting even after applying steps per article, 'UIM snmpcollector templates are not updating'.

In this scenario, alarms are enabled but all profiles display them as 'Off

Environment

baseline_engine 20.45 

snmpcollector 4.12 and 4.13

robot and hub 23.4

Resolution

1. Deactivate the snmpcollector and update it to the latest version

2. Updated baseline_engine prob to the latest version

3. Update the robot and robot to the latest version

4. Activate the snmpcollector probe and execute the snmpcollector apply_templates callback via the snmpcollector probe utility. (Ctrl-P)

5. Launched the snmpcollector config and confirmed that the profiles display the correct alarms status
