Issue/Introduction

When you create a project from a template and during creation of project an error occurs (PRJ-10007: You do not have the rights to add team members to this investment), the project instance is created, but no process is starting on create event.

 

Steps To Reproduce:

1. Create a Project based Process with Start Options 'Auto-Start' Start Event 'Create'.
2. Create a project template staffed with labor resource.
3. Create a user without permission to add resource to projects.
   Assign only this access rights:
   Global
   ========
   Projects - Navigate
   Project Management - Tiles Navigate
   Project - Create from Template

   Instance
   ==== ===
   Project - View (to view a specific Project Template)

4. Login as user and create a new project from template


Expected Result: 

Project is created with permission issue warning (PRJ-10007: You do not have the rights to add team members to this investment) and Process instance is started

Actual Result:

Project is created with permission warning (PRJ-10007: You do not have the rights to add team members to this investment) but no process is being  initialized (although process 'On Create' start condition is satisfied).
