API-1007 Error in Hierachy page for Instance/OBS based access users

Issue/Introduction

Users provided access via OBS/Instance access to Hierarchy page are receiving errors. 

STEPS TO REPRODUCE
1. Login as an admin and create a user TESTER
2. Navigate to Hierarchy page in MUX and create a new hierarchy Hier1
3. Make sure the Hier1 has an OBS assigned to it. 
4. Navigate to TESTER user profile and grant OBS based access to Hier1
5. Also provide Hierarchy - Navigate global rights
6. Login as TESTER and navigate to Hierarchy module
7. Click on Hier1 instance

Expected: Hier1 instance opens up in the Investment Tab
Actual: The Investment tab opens up with with an error
API-1007 : You are not authorized to process request. Contact your system administrator for necessary security rights.

Workaround: 
Grant Hierarchy View All global rights but this will grant access to all projects in the system

Additional Information

The defect is encountered on environments which are upgraded from a lower version and not in a new installed version.
