win_lgpo does not account for spaces in XMLNS URLs

Issue/Introduction

The win_lgpo module used does not currently attempt to escape spaces found in xmlns definitions.

Environment

Salt-master 3006.9

Resolution

The issue has not been resolved but there is a workaround to modify the code to make it work as described in the below git bug report.
