Issue/Introduction

CloudHealth might show unused RI/SP capacity even thought AWS shows 100% utilization for Reserved Instances and Savings Plans.  

Cause

This can happen if the customer moves payer accounts mid-month, and AWS wrote the hours for the full month and never corrected it when the account was moved.  

Resolution

To correct this, you the customer will need to contact AWS and ask them to update the CUR to stop reporting the SP and RI fees under the old account at the date/time when the account was migrated. 

Additional Information

You can confirm if this is the case by using a FlexReport and bringing in the RI/SP Recurring Fee line item.  Also utilize the Payer Account ID and look to see if the recurring fee is continuing beyond the date which the payer account changed.  In this example, the account moved on Dec 10, but we can see that the fee for the old payer account continues beyond the move date.
