MUX - Disabled Attribute for Template Cannot Be Edited During Creation

Issue/Introduction

A Blueprint Rule has been created to prevent the ability to edit attributes when the Template attribute is "Yes". When attempting to create a Project with the template, the fields cannot be edited during the creation process.

1. Create or Edit an exiting Project Blueprint. Create a Blueprint Rule with the following values:
Rule Type: Attribute Update
Target Attribute: Template (If is Equal to "Yes" then..."
UI Action: Disable Editing Attributes - Disable All Except Selected = "Template"
2. Create a Project, Populate as desired, and set "Template = Yes"
3. Create a Project from a Template, and use the Template created
4. During the creation process, the attributes cannot be edited.

Expected Results:
During the creation phase, the new Project's value for the "Template" should drive whether the attributes can be edited or not.

Actual Results:
The attributes cannot be edited
