Error: 'could not execute query - ERROR: canceling statement due to statement timeout' when trying to edit or import a VM in VMware Cloud Director

Issue/Introduction

• Users are unable to edit Virtual Machine (VM) inside an Org VDC inside VMware Cloud Director (VCD) UI.
• When a user is trying to edit the VM an error message pops up when trying to edit the VM:
  could not execute query - ERROR: canceling statement due to statement timeout
• Timeout when loading storage policy with the same error above
• Users are unable to load a storage policy when importing a VM.

Environment

VMware Cloud Director 10.6.x

Cause

This issue can occur where this information coming from vSphere is not correctly synchronized to VCD

This issue can also occur if the Cloud director DB takes too long to query the ui_all_storage_view table
