Cause

The user ID does not exist in the VIP tenant the request was sent to. 

Resolution

The user ID can be added to VIP Manager using several methods, including manual creation by a VIP administrator, automatic LDAP synchronization from the VIP Enterprise Gateway, end-user self help through the VIP My VIP or Self-Service portal, API call via a customer application, etc.
