configuration_reader_service probe not installed during nimldr installation

Issue/Introduction

nimldr infrastructure install says it installs configuration reader, but does not when using local install file

java is also downloaded as part of this process, and both packages appear to be placed in the ../archive directory but they are not actually installed.

Version: 23.4 CU3
Component: nimldr

Cause

Related to nimldr use with a local file.

Resolution

To be resolved in 23.4 CU4.
