Issue/Introduction

In Time Entry table, when in view mode, Screen Reader doesn't announce a cell as interactive

STEPS TO REPRODUCE:

1. Navigate to My Timesheet page
2. Keep the Screen Reader open (JAWS or NVDA)
3. With keyboard navigate to Time Entry table
4. Now with Left/Right/Up/Down arrow, navigate across cells in grid

Expected Results: Screen reader to be reading the cells as interactive

Actual Results: The Screen Reader is not reading any cell as interactive. i.e. whether they are editable or not
