If you have an Idea template that originally had a resource and even if resource is removed from the template then creating a new Idea from the template
creates an effort task for the new Idea instance.
Steps To Reproduce
1. In Clarity - Administration - Project Management - Settings page, ensure 'Allow Effort Task Creation' checkbox is ticked.
2. Create a an Idea in Clarity and allocate a labour resource
3. Mark the Idea as a 'Template
4. Delete the allocated resource from the Idea
5. Create a new Idea instance from the Tempate created in step 2 (in Modern UX)
Expected results: Newly created template should not have an Effort task
Actual: The new Idea created from a Template has an Effort task even though no resoucre has been allocated to the new Idea

Project also behaves the exact same way.
When you remove allocated resource the effort task is never removed.
Now since the template has the effort task, any idea created from this template is correctly being created with an effort task.
