Policy actions failing to purchase a reservations

Issue/Introduction

The reason the actions may fail despite approval from authorizers may be due to the describe_reserved_instances_offering API returning 2 or more matching offers.  In this situation, the platform is unable to choose among more than 1 matching offer.

Resolution

The purchase quote would need to be recreated and the desired matching offer carried out manually
