BOSH health monitor can not fetch deployments and it causes missing metrics after upgrade to Operations Manager v3.0.35

Issue/Introduction

After Operations Manager v3.0.35, health monitor generates alerts and reports problem in logs as below,

All BOSH agents are considered as unmanaged agents, because health monitor fails to fetch deployments information from BOSH director endpoint. Because of the problem, some metrics such as BOSH unresponsive agents(bosh_unresponsive_agents) are missing. Health Watch dashboard shows "No Data" with "Bosh unresponsive Agents" metrics. 

Environment

Operations Manager v3.0.35

Cause

The issue is due to code level problem and has been fixed by pull request.

Resolution

The issue has been fixed in BOSH director and will be included in Ops Manager releases after v3.0.35.
