At the group level I can set a priority of how an alarm policy is prioritized. I do not see a way to do that at the device level.

An alarm policy created at the device level will be treated with the highest priority, meaning it will be the last policy to be applied if there are group level policies that also apply to the device.
When creating a group level policy the highest policy number that can be set is 10000. When a policy is created at the device level, that policy will have a priority of 12001.
This can be validated as pushed out to the device properly by checking the ../nimsoft/plugins/plugin_metric/plugin_metric.cfg on the device.
