Photos app on Windows 11 is unable to open some image files with Clipboard monitoring enabled in DLP agent

Issue/Introduction

You have the Clipboard monitoring enabled and some images are not opening in Photos app. You see a black window for some attempts.

Cause

Clipboard monitoring is interfering with Photos app on Windows 11.

Resolution

Add Photos.exe to Global Application Monitoring and disable Clipboard monitoring. Make sure that you killed all instances of Photos.exe after applying the setting to make sure that clpbm64.dll is not hooking to the process.
