NCM Multi Line policy fails to violate with "Preseve Order with No Extra Lines" configured.

Issue/Introduction

When trying to use an NCM Multi Line policy with a start and end tag for the block, if "Preseve Order with No Extra Lines" is configured in the policy and the
configuration has extra lines in the block it will not trigger a violation of the Policy. 
 

Environment

DX NetOps Spectrum: 23.3, 24.3

Resolution

This issue is resolved with DX NetOps Spectrum 24.3.4. If "Preseve Order with No Extra Lines" and there are extra lines in the NCM block it will violate the policy.
