In ConnectAll Rally dates not offsetting correctly when spanning daylight savings changes.

Issue/Introduction

Steps to Reproduce: 

• Set up an Iteration --> Sprint synch
• Include Planned Start Date (dev note: configure the data type mapping to be DATETIME and not DATE as DATE has special behavior)
• Create an Iteration in Rally that starts and ends in December
• Synch the iteration

 

Expected Results: 

• Sprint's Planned Start Date is the same date as we see in Rally

Actual Results:

• Sprint's start date is one day in the past (see attachment for test cases and failures)
