Root user lockout after upgrading to vcloud director 10.6

Issue/Introduction

After upgrading to VCD 10.6 the root user is locked due to complexity of password

Environment

VMware Cloud Director 10.6

Cause

VCD 10.6 requires a password of at least 15 characters in length 

If the password in use does not meet these requirements the user gets locked out
