Rally user is unable to use SSO to login to the Microsoft Excel 2016 Add-In

Issue/Introduction

We have a Rally user who is currently attempting to install the Excel 2.4.4 add-in while on a MAC.  They've completed all of the initial steps; however, when they enter their email address at the login prompt, it doesn't flip them to the SSO login page.  Nothing happens.  I've attempted the same steps on my end using their email address, and I am redirected to the SSO login page as expected.  

Cause

The United States user was using the manifest.xml file for the eu1 users.

Resolution

Have the Non EU user use the manifest.xml file for rally1 users.
