Restricting Staffing permissions

Issue/Introduction

In the system, there is projects and CITs. We would like the Project Managers who have Soft and Hard Book Global permissions not to have access to edit CIT Staffing

If the user has Project View Management - All  and Resource Hard Book - All global rights, they are able to book Staff for any investment

Clarity 16.1.x - 16.3.0

Resolution

• Once you have Project permissions and Resource - Hard Book - All  assigned to user, this will also let them add Staff on CITs. 
• This is by design
• Because of current functionality, the user will be able to add Staff on all investments they have access to, once Resource - Hard Book - All is granted.
• In next release we are looking to add blueprint rules for the Staff object, so you will be able to lock down Staff page with rules.
