Gen Windows installer Setup.exe does not open using "Run as administrator"

Issue/Introduction
Downloaded the Gen Windows installer file DVD03145911E.iso file from the Broadcom Support Portal. Right mouse button on that file and used option Mount to mount it which opens a new DVD Drive e.g. (D:) with name "CAGen86_Windows" From that folder when try to run file Setup.exe using right mouse button option Run as administrator the dialog does not open.

Cause
Antivirus software could be blocking the use of the Setup.exe file.
The Properties of Setup.exe may have this visible at the bottom of its General tab: Security: This file came from another computer and might be blocked to help protect this computer with an Unblock checkbox. This setting relates to something called The Mark of the Web (MoTW), which is a Microsoft security feature for downloaded files: Wikipedia - Mark of the Web.
Resolution
Possible workarounds to try. Use the next one if the current one fails:
If the Setup.exe file Properties has the Mark of the Web setting please enable the Unblock checkbox and re-run Setup.exe.
From the DVD Drive go into the Gen sub-directory and double click on the file "CA Gen 8.6.msi".
Start command prompt as Run as administrator. Run commands: C:\>D: D:\>cd Gen D:\Gen> msiexec /i "CA Gen 8.6.msi"
When running Setup.exe the file may get initially blocked by Windows Defender with message "Windows protected your PC" ("Don't run") but this is not a roadblock and after clicking "More info" can then use option "Run anyway":
