Project tiles appear for users who do not have the access right

Issue/Introduction

Users without Project Management - Tiles Navigate access right can access the Project Tiles

Steps to Reproduce: 

1. Create a user with Project Management - Navigate access rights but without Project Management - Tiles Navigate access right
2. Log in the MUX
3. The Project Tiles workspace is not available and you are directed to the project grid
4. In the url remove /common

Expected Results: You will be redirected to the grid view

Actual Results: Users without Project Management - Tiles Navigate access right can see the Project Tile view

There is a behavior change. The projectTiles private API now throws an error, when the user doesn't have Project Management - Tiles Navigate access right.
