TKGI MP2P migration fails with "Translation failed for type : TIER1"

Issue/Introduction

A cluster is being migrated from NSX Management Plane to Policy API but fails with migrate-mp2p reporting:

"error_desc": "Config translation failed [Reason: Translation failed for type : TIER1 and mp ids : ########-####-####-####-############ exception : Resource type: TIER1 is dependent on resource type: TIER0 with id: ########-####-####-####-############. Please make sure that the dependent objects are promoted first or are not created by policy.

Environment

TKGi v1.19.2 or lower

TKGi v1.20.0 or lower

Cause

The migration sequence is dependant on the network topology and varies for different topologies

Resolution

Please contact Broadcom Support to review the network topology and identify a procedure to proceed with the migration.
