OI Services Enhancement - Services state changes should be reflected automatically

Issue/Introduction

If the OI Services changes state, the OI webserver engine should get a request to refresh of the service map page whether the user has requested for it or not, unless they got a specific do not refresh.

At present the current workaround to manually fresh the Service map (below an example) using the top date range filter.
